Part of Social commerce operations: roles, order states and controls
Six owners every social commerce operation needs, from product safety to recovery
Assign six social commerce team roles in England with evidence-based authority for product, content, advertising, data, orders and recovery.
These six functions were included because each controls a distinct point where an English social sale can fail. The method used current UK authority guidance and one UK platform record.
What to take away
- Six distinct owners cover product safety, content, advertising, data, orders and incident recovery in social commerce.
- Small businesses may combine roles but must not erase approval, competence or pause authority.
- Named systems include Shopify, Meta Commerce Manager and TikTok Shop Seller Center.
1. Product and safety owner
This person controls product identity, specifications, evidence, category, warnings, traceability and safety escalation. This list is not ranked; headcount averages were not used. OPSS guidance for businesses explains responsibilities across manufacturers, importers, distributors and sellers and distinguishes Great Britain from Northern Ireland. The owner must know when specialist review blocks release.
Product records may sit in Shopify admin or TikTok Shop Seller Center.
2. Commercial-content owner
This function checks seller identity, material product information, stock, total price, offer conditions and claim evidence across the visible route. Under the CMA's current consumer-trading guidance, false information, deceptive presentation and material omissions can fall within prohibited conduct. Authority must extend to correcting or withdrawing inaccurate content.
Content checks may run in Meta Commerce Manager or Shopify Markets.
3. Advertising and creator owner
The owner records payment, gifts, affiliate arrangements, editorial control, labels, approved claims and public changes. CAP Code Section 2 concerns recognition of marketing communications. The role needs live monitoring and an escalation route, not only pre-publication script review.
Campaign records may sit in Meta Ads Manager or TikTok Ads Manager.
4. Data and measurement owner
This function maps account handles, messages, orders, pixels, cookies, server events and uploaded audiences. The ICO's storage and access technology guidance covers tracking methods under PECR and, where relevant, data-protection law. The owner records approvals and keeps optional collection off while questions remain.
Tracking may be configured in Google Analytics 4, Meta Events Manager or TikTok Events API.
5. Order and customer-service owner
The owner reconciles platform, shop, payment, fulfilment, cancellation, return and refund states. TikTok Shop's current UK cancellation, return and refund policy illustrates how handling can depend on shipping type and order status. Other routes need their own current terms. The customer still requires one coherent response when suppliers disagree.
Instagram Shops and Facebook Shops use Meta Commerce Manager, so the owner must check those terms as well.
6. Incident and recovery owner
This person can stop new exposure, preserve evidence, protect live orders, revoke access and coordinate restoration. The NCSC's response and recovery guide supports preparation for cyber incidents. The role needs named deputies and out-of-hours contacts where sales continue outside office time.
Access reviews may cover Shopify admin, Meta Business Suite and TikTok Shop Seller Center.
Connect the roles
For each release, identify who supplies evidence, who approves, who publishes, who monitors and who pauses. Test a stale price, unsafe-product report, hidden label, lost order state, tracking error and compromised account. If two functions assume the other will act, revise the matrix before launch.
Example rehearsal: a stale price shows on Instagram Shops. The commercial-content owner finds the source record, confirms the wrong price, and pauses the listing.
The order and customer-service owner checks affected orders and posts the correct terms. The product and safety owner is copied because a safety claim sits on the same page. If no one accepts the hand-off, the matrix changes before launch.
Combining roles may be practical; self-approval for matters outside the person's competence is not. Record qualified legal, tax, privacy or product review separately and retain the exact evidence behind each decision.
Check capacity and conflicts
For each function, estimate workload from planned releases, live hours, customer contacts and exception history. Name a trained deputy and test system permissions before absence occurs. If no competent cover exists, narrow operating hours or product scope rather than listing a person who cannot act.
For example, a three-person team might rota product safety cover Monday to Wednesday for one owner, Thursday to Friday for a second, and order cover across weekend live hours for a third.
Separate creation from final approval where the consequence justifies it, and a creator manager may assemble the commercial file but must not resolve uncertain legal classification alone.
A catalogue operator may confirm data transferred but must not approve unsupported safety claims. Record any supplier incentive, affiliate arrangement or target that could press an owner to release despite an open hold.
Maintain an authority register for each person: permitted decisions, systems, deputy, qualification limits and escalation route.
| Role | Permitted decisions | Systems | Deputy | Qualification limits | Escalation route |
|---|---|---|---|---|---|
| Product and safety owner | Hold or release a product; request test evidence | Shopify admin; TikTok Shop Seller Center | Trained product deputy | Cannot approve a new chemical classification alone | Head of compliance |
| Order and customer-service owner | Cancel or refund within policy; pause a listing with a wrong price | Meta Commerce Manager; TikTok Shop Seller Center | Trained service deputy | Cannot change safety claims | Incident owner |
| Incident and recovery owner | Revoke access; stop new exposure; preserve logs | Shopify admin; Meta Business Suite | Out-of-hours deputy | Cannot authorise legal notification alone | Director |
During a rehearsal, ask each owner to locate the source record, make the authorised decision and hand the issue to the next function. A name in a responsibility chart is not adequate if the person lacks evidence, system access or permission to stop exposure.
Before you act
- Identify who supplies evidence, approves, publishes, monitors and pauses.
- Write the trigger and successor for each owner's absence.
- Test a stale price, unsafe-product report, hidden label and lost order state.
- Maintain an authority register with decisions, systems, deputy and escalation route.
- Link the authority register to access reviews so old permissions do not stay active.
Common questions
What does the product and safety owner control?
They own product identity, specifications, proof, category, warnings, traceability and safety escalation. They need authority to block release when specialist review is pending.
Why does the advertising and creator owner need live monitoring?
They record incentives, affiliate deals, editorial control, labels and claim changes. CAP Code Section 2 requires marketing recognition, so monitoring continues after publication.
What should happen if no competent cover exists for a function?
Narrow operating hours or product scope. Do not list someone who cannot act. Keep the authority register current and test cover before absence.
