Measurement

Social commerce measurement with a metric dictionary, mature orders and reconciled sources

Measure social commerce in England with defined metrics, mature orders, reconciled sources, explicit attribution and protected customer and worker data.

Measure decisions, not dashboard activity. An England-based retailer should define each metric's numerator, denominator, time window, geography, source system and permitted order states before collecting results. It should then keep descriptive attribution separate from evidence that social activity caused an incremental outcome.

This guide was researched on 5 September 2026 for 2027 planning. It contains no market benchmark or performance claim. Platform definitions, privacy guidance and measurement technology can change, so qualified analytics, finance, privacy and employment reviewers should examine the configured process before use.

What to take away

  • Define each metric's numerator, denominator, time window, geography, source system and permitted order states before collecting results.
  • Keep descriptive attribution separate from evidence that social activity caused an incremental outcome.
  • Reconcile sources with a hierarchy and keep unmatched, duplicate and conflicting rows in an exceptions table.
  • Report young cohorts separately rather than applying a borrowed return adjustment.
  • Publish platform attribution, cross-channel attribution and estimated incremental effect in separate sections.

Begin with the decision

State what the report can change. A launch dashboard may decide whether the route remains safe and operational. A monthly commercial report may decide whether mature contribution supports continued investment. An experiment may estimate whether an intervention changed an outcome. One number should not answer all three.

For each decision, record the population, observation period, comparison and action threshold. Keep England-only results distinct from a UK account total. If geography comes from delivery address, say so. If it comes from platform location or inferred audience data, document that limitation and privacy basis.

The 2026 Magenta Book is central-government evaluation guidance rather than a retail standard, but its distinction is useful: monitoring shows what is happening, while impact evaluation seeks to understand effects. It says experimental and quasi-experimental approaches use a comparable unaffected group or period as a counterfactual. A retailer should not claim causal lift merely because a dashboard attributes sales.

Write a metric dictionary

Every row needs a plain-language name, business question, formula, numerator, denominator, unit, qualifying state, exclusions, source, event timestamp, reporting timezone, maturity rule, owner and quality warning. Version the definition and do not rewrite history after a target is missed.

For example:

Product-card click rate = eligible product-card clicks / eligible product-card impressions x 100

Both terms need platform-specific definitions. State whether repeat events, invalid traffic or unavailable items are excluded. The percentage is not comparable across sources if one counts people and another counts events.

Settled order conversion = unique [settled orders](/social-commerce-cost-guide-data-and-sources) / eligible measured visits x 100

Define a visit, identity rule, checkout scope, cancellation and refund maturity. Do not use delivered orders in one month and placed orders in another.

Return incidence = orders entering the defined return state / mature delivered orders eligible for return analysis x 100

Separate requests, physical receipts and completed refunds. Product mix and cohort age can change the value even when operations do not.

Contribution per mature order = attributable settled contribution / mature attributed orders

Finance must define contribution and tax treatment. Keep zero or negative values; removing them distorts performance.

Reconcile sources before publishing

Create a source hierarchy. The social platform may govern impressions and its own attribution. The commerce system may govern product and order creation. Payment and finance records may govern settlement. Fulfilment and refund systems may determine maturity. None automatically governs every field.

Join records with stable identifiers where lawful and available. Keep unmatched, duplicate and conflicting rows in an exceptions table. Show the share of the population affected. Do not distribute an unexplained difference across channels simply to make totals agree.

TikTok explains in its reporting-discrepancy guidance that attribution methodology, lookback windows, timezones and whether reporting uses interaction or conversion date can produce differences. That first-party explanation concerns TikTok advertising and measurement partners, not all social commerce. It illustrates why the data dictionary must preserve source-specific rules.

Let orders mature

Keep provisional, accepted, dispatched, delivered, cancelled, returned, refunded, charged back and disputed states. Define which states enter each measure and when the cohort closes. Report young cohorts separately rather than applying a borrowed return adjustment.

GOV.UK's returns and refunds guidance describes rights for covered online orders, including cancellation and refund treatment, with exceptions. The operational and legal details affect when reported revenue or contribution can reasonably be treated as settled. A qualified reviewer should apply the current rules to the actual goods and route.

Use two dates when useful: the originating interaction or order date, and the outcome or settlement date. Preserve both instead of silently restating old periods each time a refund arrives. A cohort view shows development; a ledger view supports finance reconciliation.

Separate attribution from incrementality

Attribution applies a rule for assigning an observed outcome to touchpoints. Incrementality asks what outcome occurred because of an intervention compared with what would otherwise have happened. They require different evidence.

TikTok's attribution overview defines click-through and view-through attribution and describes an attribution window as the period in which an eligible conversion can be claimed. Report the selected setting, event, window and data source beside the result. A wider window may change credited conversions without changing the underlying orders.

Define the counterfactual before seeing results. Possible designs are randomised holdouts, staggered release, matched groups or an interrupted time series. Suitability depends on sample, contamination, seasonality, simultaneous promotions and analytical skill.

The Magenta Book says comparable, sufficient-quality counterfactual data are important. An analytics reviewer should select and document the method rather than retrofit one to a desired answer.

Publish platform attribution, cross-channel attribution and estimated incremental effect in separate sections. Do not average them.

Build a decision dashboard

The first panel should show scope, cut-off, timezone, order maturity and definition version. The next should show data completeness: expected records, matched records, exceptions, late feeds and unresolved quality issues. Only then should the report present operational, customer and commercial outcomes.

Use a compact set:

  • public listing accuracy and unresolved catalogue errors;
  • order-state completeness and oldest exception;
  • customer contacts, cancellations, returns and refunds by mature cohort;
  • settled contribution using finance-approved definitions;
  • attributed outcomes by named rule and window;
  • incremental estimate only where an approved design supports it.

Show numerator and denominator with every rate. Show counts beside percentages. Use suppression or aggregation where small cells could expose a person. An attractive trend line should not hide a definition break, missing feed or immature cohort.

Protect customer data

Minimise collection to what the declared decision needs. The ICO's data-minimisation guidance says personal data must be adequate, relevant and limited to what is necessary. A customer-level export should not enter a broad dashboard merely because the connector provides it.

The ICO's storage and access technology guidance covers cookies, pixels and similar methods. Record purposes, lawful basis where relevant, consent requirements, recipients, retention, access and rights handling for the actual configuration. Keep test and live environments separate.

Restrict raw order and audience data to named roles. Dashboard viewers usually need aggregated decisions, not email addresses, handles or message contents. Log exports and remove obsolete extracts. Reassess when a new metric requires a new identifier or inferred attribute.

Protect worker data too

A dashboard can become worker monitoring when it reports creator managers, customer-service agents, presenters or warehouse staff. The ICO's worker-monitoring guidance covers systematic monitoring and data analytics used to infer performance and wellbeing. It is under review after legislative changes, so obtain current employment and privacy advice.

Do not rank individuals with a sales or response metric designed for route management. Product mix, shift, stock, customer need and allocation can make apparent comparisons unfair. Define necessity, proportionality, access, challenge and retention before showing person-level data. Prefer process diagnosis at the least identifiable level that answers the question.

Assess data quality

The ONS describes statistical quality as fitness for purpose and identifies relevance, accuracy and reliability, timeliness, clarity, coherence and comparability in its quality definition. Retail management reporting is not official statistics, but those questions expose practical weaknesses.

For each source, ask whether definitions fit the decision, events are complete, timestamps align, results can be reproduced and known limitations are visible. Run controlled test events and retain expected results. Investigate a sudden improvement alongside tracking, catalogue and definition changes before calling it performance.

Assign quality status independently from outcome. A poor commercial result from complete mature data can be decision-useful. A strong result from an unexplained partial feed is not.

Research benchmarks without manufacturing them

The ONS UK business activity, size and location dataset provides business counts by classifications and geography. It does not report social-commerce conversion, attribution, returns or contribution for England. Do not use it as if it did.

Before adopting an external benchmark, demand the exact metric, population, product mix, geography, period, maturity, attribution window, source and exclusions. If any central field is missing, classify the figure as non-comparable. Vendor case studies and platform aggregates can supply context only within their stated methods; they are not neutral targets for one retailer.

Build an internal benchmark from stable mature cohorts using unchanged definitions. Segment only where the sample and decision justify it. Preserve counts and uncertainty. A baseline describes past performance under recorded conditions and does not promise a future result.

Connect reports to decisions

Write a decision rule for each measure before the meeting. A catalogue-accuracy failure may pause affected products. An unresolved order-state gap may block ROI reporting. A mature negative contribution may trigger redesign. A tracking outage may change confidence rather than prove performance fell.

Record the decision, evidence, owner and next review date. Avoid targets that reward hiding returns, delaying refunds or pushing unsupported sales. Pair commercial measures with customer remedy and risk controls.

Before 2027 reporting begins, refresh metric definitions, platform attribution settings, finance treatment and privacy reviews. Reapprove new joins, identifiers, worker views or causal methods. A defensible report lets a reader reproduce what was counted, see what remains unknown and understand which decision follows.

Before you act

  • State what the report can change before building it.
  • Version each metric definition and do not rewrite history.
  • Define which order states enter each measure and when the cohort closes.
  • Define the counterfactual before seeing incrementality results.
  • Show numerator and denominator with every rate.
  • Minimise collection to what the declared decision needs.

Common questions

How should a retailer handle differences between social platform and commerce system figures?

Create a source hierarchy, since no system automatically governs every field. Join records with stable identifiers where lawful, and keep unmatched, duplicate and conflicting rows in an exceptions table. Show the share of the population affected, and do not distribute an unexplained difference across channels simply to make totals agree.

What is the difference between attribution and incrementality?

Attribution applies a rule for assigning an observed outcome to touchpoints. Incrementality asks what outcome occurred because of an intervention compared with what would otherwise have happened. They require different evidence, so publish platform attribution, cross-channel attribution and estimated incremental effect in separate sections, and do not average them.

When can reported revenue or contribution be treated as settled?

Keep provisional, accepted, dispatched, delivered, cancelled, returned, refunded, charged back and disputed states, and define which states enter each measure and when the cohort closes. GOV.UK returns and refunds guidance describes rights for covered online orders, so a qualified reviewer should apply the current rules to the actual goods and route.
